What a complaint count is, and is not

  • “This database is not a statistical sample of consumers' experiences in the marketplace.” (the CFPB)
  • Complaints are published after the company responds, confirming a commercial relationship with the consumer, or after 15 days, whichever comes first. (the CFPB's guidance, paraphrased)
  • Complaints referred to other regulators, such as complaints about depository institutions with less than $10 billion in assets, are not published. (the CFPB's guidance, paraphrased)
  • Consider population when comparing geographic areas. (the CFPB's guidance, paraphrased)
  • A complaint is counted in the state on the consumer's mailing address, in the year the CFPB received it.
  • The CFPB renamed and split several products in April 2023. The groups here join the old and new names so each series runs unbroken; the method notes say where that is not fully possible.

How the numbers were made

For each calendar year from 2020 to 2025, the study asked the CFPB's public search API for counts by state, once for all products and once per product. It kept only those counts and the national response mix. It never stored a complaint, a narrative, a ZIP code or a company. Population is the Census Bureau's Vintage 2025 estimate for July 1 of the same year. Every year's product groups add up to the CFPB's own total, and a test fails if they ever stop.
